I'm failing to access a specific IP address (there may be more, but this one is a particular problem for me) : 94.23.85.163 I can't access it via HTTP and I can't ping or tracert it. However, if I disconnect my laptop from my Virgin broadband and tether it to my O2 phone then I can access it, ping it and tracert it perfectly.
